
The Anti-Corruption Bureau (ACB) on Tuesday arrested six people, including former Delhi minister Satyendar Jain, in connection with alleged irregularities in tenders for sewage treatment plants under the Kejriwal government.
Apart from Jain, former Delhi Jal Board CEO Udit Prakash Rai was also arrested. The ACB alleges that the tender conditions for the treatment plants were designed in a way that favoured a particular company.
Rai is accused of receiving a bribe of ₹1.52 crore. The ACB investigation is still underway.
Besides Jain and Udit Prakash Rai, former Delhi Jal Board contractual consultant Ankit Srivastava and company owners Nagendra Yadav, Raja Kumar Kurra and Pankaj Verma have also been arrested.
Jain was released in 2024 after spending two years in jail

After Satyendra Jain was released from Tihar Jail in 2024, then Delhi CM Atishi and former Deputy CM Manish Sisodia met him.
Satyendra Jain was released from Tihar Jail in October 2024. He had been in jail for 872 days in a money laundering case. The Enforcement Directorate (ED) arrested him on May 30, 2022, accusing him of money laundering. A Delhi court granted him bail on October 18, 2024.
Delhi Jal Board STP tender case
According to the ED, alleged irregularities took place in tenders for four sewage treatment plants (STPs) of the Delhi Jal Board. The agency alleged that the tender conditions were designed in a way that benefited a particular company. In December 2025, the ED filed a chargesheet against 14 people, including Satyendra Jain, in an alleged money laundering case involving around ₹17.70 crore.
Anurag Dhanda alleges political motive behind Satyendra Jain arrest
AAP leader Anurag Dhanda claimed that Satyendra Jain was in jail when the Delhi Jal Board tender mentioned in the case was awarded.
He alleged that Jain’s arrest was politically motivated, saying Punjab elections are approaching and Jain is the party’s co-in-charge for the state.
Cases registered against Satyendra Jain
Disproportionate assets case: The CBI registered a case against Satyendra Jain on August 24, 2017, for allegedly possessing assets disproportionate to his known income. The allegation was that between February 2015 and May 2017, there was an alleged discrepancy of around ₹1.47 crore in his assets compared to his known sources of income. The CBI later filed a chargesheet, and the ED began investigating alleged money laundering linked to the case.
Money laundering case: The ED arrested Satyendra Jain on May 30, 2022, in connection with alleged money laundering linked to the CBI’s disproportionate assets case. The allegation was that attempts were made to legitimise money through four companies allegedly linked to him. Jain denied the allegations and called them politically motivated. In March 2024, the Supreme Court rejected his bail plea and ordered him to surrender.
CCTV project case: In March 2025, the Delhi ACB registered a case against Satyendra Jain over alleged corruption in the ₹571-crore CCTV camera project.
School classroom construction scam: In 2025, the ED also named Satyendra Jain as an accused in a money laundering case linked to alleged irregularities in the Delhi government’s classroom construction project. The name of Manish Sisodia also surfaced in the case.
Property attachment: In September 2025, the ED attached immovable properties worth ₹7.44 crore linked to Satyendra Jain as part of its money laundering investigation. The ED alleged that these properties were linked to companies owned or controlled by Jain.
