BJP MP Kangana Ranaut from Mandi, Himachal Pradesh, reprimanded officials during a District Development Coordination and Monitoring Committee (DISHA) meeting on Saturday (5 Sept), saying the non-utilisation of Members of Parliament Local Area Development Scheme (MPLADS) funds had “turned into a joke”.
She made all the BDOs stand during the meeting and said, “I am unable to say anything about this in the national media. People are making reels and calling me useless.”
She said –
The MP’s job is to provide funds, while the responsibility for spending them lies with the officials. Officials should not attend meetings merely as a formality; they should also act on the decisions taken in previous meetings. She questioned why no action had been taken so far on the issues discussed at the previous meeting.

She said that merely making suggestions and plans would not be enough. They must be implemented. Of the ₹11 crore, even half the amount has not yet been utilised. “You people come here only to draw your salaries.”

What have we done so far, and why waste time? Kangana said, ‘Whatever is discussed in the meeting, there should also be a review of what we have done about it so far. There should be progress. Why is time being wasted? Is this just a formality?
We are saying the same things this time that we said last time. I see this pattern in everything, in every department. Last time, I told all of you that whatever we discuss should move forward. We cannot remain stuck in the same place. ‘
Are We Implementing It or Just Giving Suggestions? Kangana said, ‘It seems that we are heading toward a crisis.’ Do you want my suggestions on any issue? You will have to implement them so that we can move on to the next stage and see what challenges we face after implementation.
Are we merely giving suggestions that contain only ideas, with no practicality or grounding? How can we accept them? How will we find out unless we move on to the next stage?
The Entire Country Is Watching Mandi; All BDOs Should Stand Up Kangana said, The entire country is watching the performance of the Mandi Parliament. We receive so many media reports. The scams taking place in various departments, one after another… this is unacceptable.
We have become a laughingstock across the country. Who are the BDOs? All of you, stand up. Whoever is responsible for the poor performance of MPLADS, all of you should stand up.
They’re calling me useless – what should I say in response? Kangana said, “News is circulating across the country that Kangana gave ₹11 crore, but not a single project was completed. She is so idle, so incompetent.”
She added, “What am I supposed to say in front of the media there that they come here only to draw salaries? What am I supposed to say about the people of our state?”
Some people are sitting on the funds Kangana said, “An MP’s job is to allocate money. By March-April, only a very small portion of the ₹11 crore had been spent. Not even ₹1 crore had been used across the entire constituency in two years. I had to send so many letters to the ministry. Don’t they have any other work? Every day, my PA and I… we used to sit in the ministry’s office.
Many people have received funds but are not starting the work. Several people are sitting on the funds and refusing to let go. They don’t have land, they don’t have permissions, and they have submitted documents after getting false MOUs signed. So it is your responsibility to tell them to return this money.”
Some people have completed the work, but it is not showing Kangana asked, “Whom did you people call? Some people have completed the work, yet money remains in their accounts. The work is not being reflected. And those who have used the money and got the work done do not even know how to upload it.”
