The Jharkhand General Graduate Level Combined Competitive Examination (JGGLCCE), commonly known as JSSC-CGL, is conducted by the Jharkhand Staff Selection Commission (JSSC) to recruit candidates for various Group B and Group C posts in state government departments and offices.<\/p>\n

<\/p>\n

In 2023, JSSC issued notifications for JGGLCCE-2023 (Regular) and JGGLCCE-2023 (Backlog). Around 6.40 lakh candidates applied for the two examinations. While applications were invited separately, the exams were scheduled to be held together.<\/p>\n

Why was the first exam cancelled?<\/strong><\/p>\n

The examination was originally scheduled for January 28 and February 4, 2024. However, allegations of a paper leak emerged before the exam, forcing the authorities to cancel it.<\/p>\n

<\/p>\n

The examination was eventually held on September 21 and 22, 2024. The government suspended mobile internet, mobile data and mobile Wi-Fi services across the state during the examination.<\/p>\n

The exam later became the subject of a major legal dispute, with around 1,000 students, teachers and parents approaching the Jharkhand High Court.<\/p>\n

<\/picture><\/div>\n

What are the allegations?<\/strong><\/p>\n

The petitioners alleged that the question paper had reached some candidates before the examination. They also raised allegations of mass cheating, impersonation and prior access to questions and answers.<\/p>\n

Among the allegations were:<\/p>\n

  • At a centre in Baliapur, a person was allegedly seen writing answers while talking on a mobile phone. The answers found on a paper in his possession were claimed to match questions in the examination.<\/li>\n
  • A coaching student in Ranchi alleged that five candidates had been taken to Bihar to memorise questions.<\/li>\n
  • Another candidate claimed that photographs of questions and answers had been received on Telegram.<\/li>\n
  • Petitioners alleged that questions and answers were made available before the examination in places including Asansol, Niyamatpur, Muzaffarpur, Ranchi, Mandu, Delhi and Kathmandu.<\/li>\n<\/ul>\n<\/div>\n
    \"The<\/picture><\/div>\n

    The Jharkhand Staff Selection Commission (JSSC) was established on December 6, 2008, under the Jharkhand Staff Selection Commission Act 2008.<\/span><\/p>\n

    Government’s stand: No proof of paper leak<\/strong><\/p>\n

    The state government told the High Court that the allegations had been investigated by a Special Investigation Team (SIT). Digital devices were subjected to forensic examination and witnesses were questioned.<\/p>\n

    The government maintained that it was not a paper-leak case but a fraud in which some people allegedly took money by promising to provide the question paper.<\/p>\n

    According to the government:<\/p>\n

    • No evidence of a paper leak had been found.<\/li>\n
    • Four witnesses’ mobile phones contained 187 answers.<\/li>\n
    • Only 66 of those answers matched questions asked in the examination.<\/li>\n
    • Several questions had appeared in earlier examinations as well.<\/li>\n<\/ul>\n<\/div>\n

      What did the petitioners claim?<\/strong><\/p>\n

      The petitioners alleged contradictions in affidavits filed by the CID in May and June 2025. They argued that the investigation referred to financial transactions taking place after the examination, whereas the allegations concerned candidates receiving questions before the exam.<\/p>\n

      They also claimed that the names of 28 candidates were found on the accused persons’ mobile phones, of whom 10 eventually cleared the examination.<\/p>\n

      Based on call detail records, the petitioners claimed that 15 candidates were located in Birgunj in Nepal, Raxaul or Motihari in Bihar.<\/p>\n

      The CID, however, stated in its affidavit that the candidates were not given the actual question paper. Instead, they were allegedly given five or six handwritten pages containing some questions and answers to memorise.<\/p>\n

      <\/picture><\/div>\n

      Questions over changes to the SIT<\/strong><\/p>\n

      The petitioners also questioned why the government changed the SIT three times. They claimed that charge sheets filed in June and September 2025 supported several aspects of their allegations.<\/p>\n

      However, the court did not conclude that the CID investigation had established that the examination paper had been leaked.<\/p>\n

      What did the High Court order?<\/strong><\/p>\n

      During the proceedings, the High Court directed JSSC not to publish the results until the next hearing and ordered FIRs to be registered on the complaints. FIRs were subsequently registered in January 2025.<\/p>\n

      The petitioners sought a CBI investigation, but the court did not accept the demand, noting that the SIT investigation had not established the alleged irregularities.<\/p>\n

      The High Court later allowed the results to be published and the recruitment process to continue. It directed the SIT to complete its investigation within six months.<\/p>\n

      The court also ordered that the results of 10 suspected candidates called for document verification should be withheld. Their selection would depend on the final outcome of the investigation.<\/p>\n

      \"On<\/picture><\/div>\n

      On December 2024, the Jharkhand High Court had stayed the results of the JSSC-CGL examination.<\/span><\/p>\n

      What happened in the Supreme Court?<\/strong><\/p>\n

      The state government challenged the High Court’s order in the Supreme Court.<\/p>\n

      A bench of Justices Vikram Nath and Sandeep Mehta dismissed the petition. The Supreme Court directed that appointment letters issued in the case, including those issued in future, should clearly state that the appointments would remain subject to the final outcome of the criminal proceedings.<\/p>\n

      <\/picture><\/div>\n

      Why is the government refusing to cancel the exam?<\/strong><\/p>\n

      During the latest talks with protesting students, Minister Sudivya Sonu said the examination had been conducted in accordance with High Court and Supreme Court orders.<\/p>\n

      The government also pointed out that appointments had already been made. Its position is that cancelling the entire examination at this stage would therefore not be straightforward.<\/p>\n

      At the same time, the government has agreed to a judicial inquiry. It has said that further action can be taken after the inquiry report is submitted.<\/p>\n

      Former Advocate General disagrees<\/strong><\/p>\n

      Former Jharkhand Advocate General Ajit Kumar has taken a different view.<\/p>\n

      He said there was no legal bar on cancelling the JSSC-CGL examination and that the decision ultimately depended on the government’s intention. According to him, the courts have also indicated that appointments could be affected if sufficient evidence of irregularities emerges.<\/p>\n

      He argued that more evidence has now come to light and that the government could cancel the examination if it chooses to do so.<\/p>\n

      Why are students still protesting?<\/strong><\/p>\n

      Students have been protesting across Jharkhand for around 20 days over alleged irregularities in JPSC and JSSC examinations.<\/p>\n

      During the third round of talks between the government and student representatives in Ranchi on August 9, the government said it had accepted 98% of the students’ demands.<\/p>\n

      The dispute, however, remains over the remaining 2%. Students are insisting that the JSSC-CGL examination be cancelled and that the alleged irregularities be investigated by the CBI.<\/p>\n

      The government, meanwhile, has offered a judicial inquiry but has refused to cancel the examination, citing the court orders and the fact that the recruitment process has already been completed.<\/p>\n

      This unresolved difference has made the JSSC-CGL examination the central issue in the ongoing student movement in Jharkhand.<\/p>\n
