{"id":33911,"date":"2026-08-20T11:28:44","date_gmt":"2026-08-20T05:58:44","guid":{"rendered":"https:\/\/petrolnews.in\/live\/nmc-proposes-unique-id-for-doctors\/"},"modified":"2026-08-20T11:28:44","modified_gmt":"2026-08-20T05:58:44","slug":"nmc-proposes-unique-id-for-doctors","status":"publish","type":"post","link":"https:\/\/petrolnews.in\/live\/nmc-proposes-unique-id-for-doctors\/","title":{"rendered":"NMC Proposes Unique ID For Doctors"},"content":{"rendered":"<p><\/p>\n<div xmlns:default=\"http:\/\/www.w3.org\/2000\/svg\" id=\"\">\n<div class=\"f3e032cb\"><picture class=\"c62bd949\" style=\"visibility:visible\"><source media=\"(max-width: 768px)\" type=\"image\/webp\" srcset=\"https:\/\/images.bhaskarassets.com\/webp\/thumb\/360x0\/web2images\/1884\/2026\/08\/20\/cover_1787204816201.jpg\"\/><source media=\"(min-width: 768px)\" type=\"image\/webp\" srcset=\"https:\/\/images.bhaskarassets.com\/webp\/thumb\/512x0\/web2images\/1884\/2026\/08\/20\/cover_1787204816201.jpg\"\/><img fetchpriority=\"high\" decoding=\"async\" width=\"720\" height=\"540\" src=\"https:\/\/images.bhaskarassets.com\/web2images\/1884\/2026\/08\/20\/cover_1787204816201.jpg\" alt=\"\" loading=\"eager\" class=\"f97587ba\"\/><\/picture><\/div>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The National Medical Commission (NMC) has proposed a centralised Unique Identification (UID) number for every registered doctor, which would allow medical practitioners to work anywhere in India without obtaining fresh registration or a licence in another state.<\/p>\n<p><span style=\"font-size:0\"\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The proposal is part of draft amendment rules on the registration and licensing of medical practitioners issued by the NMC on August 11.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>One UID, registration across India<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Under the proposed system, once a doctor or foreign medical graduate is registered with a State Medical Register, the NMC\u2019s Ethics and Medical Registration Board (EMRB) will issue a central UID.<\/p>\n<p><span style=\"font-size:0\"\/><span style=\"font-size:0\"\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The doctor will then be registered in the National Medical Register (NMR) and will be eligible to practise medicine across all states and Union Territories.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The UID will contain the code of the concerned state or Union Territory along with the registration number issued by the State Medical Register.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The EMRB will maintain the NMR and ensure that the National and State Medical Registers remain synchronised. Any change made in one register will automatically be reflected in the other.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>No need for fresh state licence<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The draft proposes that doctors will no longer have to obtain separate registration and licences every time they move to another state or Union Territory.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Doctors will apply for registration and a practice licence through the EMRB\u2019s Unified Registration Portal. The concerned State Medical Council will be required to process the application within 30 days after collecting the applicable fee.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Once registration and the practice licence are granted by the State Medical Council and the UID is issued by the EMRB, the doctor will be permitted to practise anywhere in the country.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The NMR will maintain a centralised record of doctors, including registration details and disciplinary proceedings.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">It will also record orders relating to suspension, removal and restoration of licences issued by State Medical Councils, the EMRB or the NMC. A doctor\u2019s active or inactive licence status will also be reflected in the register.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">In cases of professional misconduct, unethical conduct or medical negligence, the State Medical Council in whose jurisdiction the incident occurred will investigate and decide the matter.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Any disciplinary action will be uploaded to the doctor\u2019s online record. If action is recommended by a State Medical Council other than the doctor\u2019s primary registration council, the information will be recorded in the NMR and automatically updated in the primary State Medical Register.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>EMRB, NMC to get monitoring powers<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The proposed rules give the EMRB and NMC powers to issue directions to State Medical Councils, seek information and records, and monitor compliance.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The NMC said the proposed framework is aimed at bringing greater uniformity and transparency to the regulation of medical practitioners across the country.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Licence to be valid for 5 years<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The draft proposes that a medical practice licence will remain valid for five years.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Doctors who fail to apply for renewal within three months of the licence expiring will have their registration status marked inactive in the State Medical Register. They will not be allowed to practise while their status remains inactive, and the change will also be reflected in the NMR.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Doctors can appeal rejection<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The proposed rules also provide an appeal mechanism.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">If a State Medical Council rejects an application for registration, a practice licence or licence renewal, the applicant can appeal to the EMRB within 30 days of being informed of the decision.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The EMRB will be required to decide the appeal within 30 days. If it allows the appeal, the State Medical Council will have to follow the EMRB\u2019s directions and grant or renew the registration or licence.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The State Medical Council will have 15 days to act after receiving the EMRB\u2019s order.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Existing doctors can get UID free of charge<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Doctors already registered with the Indian Medical Register or State Medical Register who do not have a UID will be able to update their details through the EMRB portal under a one-time process.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The NMC has proposed that no fee will be charged for updating UID details for doctors already registered.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Rules for foreign medical graduates<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Foreign medical graduates who have obtained a recognised foreign medical qualification and cleared the Foreign Medical Graduate Examination (FMGE) will be eligible for registration in the NMR.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">After the National Exit Test (NExT) is implemented, foreign medical graduates who clear the examination will also be eligible for registration under the applicable rules.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Foreign nationals pursuing postgraduate or super-speciality courses in India may receive temporary registration for the duration of their course. Such registration will be valid for a maximum of 24 months, followed by a one-year cooling-off period.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The temporary registration will be restricted to the medical college, institution or hospital where the candidate is undergoing the course.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>NMC invites suggestions<\/strong><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The NMC has invited objections and suggestions from stakeholders on the draft rules. The proposed amendments will be considered after 30 days from the date of their publication in the Gazette.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The Commission has also withdrawn its earlier draft amendment published in the Gazette on April 7, 2026.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">If approved and implemented, the new framework would replace the existing system of separate state-wise registrations with a national UID-based system.
