After resigning from the Ayodhya Ram Temple Trust, Champat Rai on Thursday released a second letter, spanning 9 pages. In it, he made several claims regarding the role of Nripendra Misra, the chairman of the temple construction committee and a former IAS officer.<\/p>\n

<\/p>\n

Champat Rai said, the trust formed for the construction of the Ram Temple had 15 trustees, and Nripendra Misra was made the chairman of the construction committee.<\/p>\n

At Misra’s suggestion, Larsen & Toubro (L&T)<\/strong> was given the responsibility for temple construction. Additionally, the selection of a Noida-based Design Associate firm for work related to building design and construction was also done by Nripendra Misra. The firm’s head has been identified as Jai Kaktikar.<\/p>\n

Champat Rai alleged that Nripendra Misra included people of his choice in the temple construction committee. He claimed that some of these individuals visited Ayodhya only once or twice during the six-year period. However, former NBCC Chairman Anoop Mittal consistently attended construction committee meetings with Nripendra Misra.<\/p>\n

\"The<\/picture><\/div>\n

The construction of the Ram Temple, spread over 71 acres, was overseen by Nripendra Misra<\/span><\/p>\n

Champat Rai claimed in his statement that decisions related to the temple’s construction were made in committee meetings, but in many cases, changes were made later, and Nripendra Misra’s decisions were prioritised.<\/p>\n

According to him, Nripendra Misra’s preferences were also given prominence in the selection of people and companies involved in the construction. He also claimed that in many cases, suggestions or decisions of other committee members were not given due importance.<\/p>\n

Champat Rai resigned from the post of General Secretary on June 26 after the case of offering theft came to light. The resignation was accepted at the trust meeting on July 6. On the same day, Champat Rai issued a letter making serious allegations against trustee Anil Mishra.<\/p>\n

Now read the main points of the letter sequentially-<\/em><\/span><\/p>\n

The struggle to acquire the temple land began after 1528<\/strong><\/p>\n

The letter stated that after the Ram Janmabhoomi temple was demolished by Babur’s armies in 1528, the struggle to acquire the temple land continued on behalf of the saints of Ayodhya, local kings-princely states, and the householder society. This struggle ended after the local community occupied the site in 1949.<\/p>\n

Between 1950 and 1989, four lawsuits were filed in local courts. These lawsuits were fought by the petitioners at their own level. Later, a three-member bench of the Lucknow Bench of the Allahabad High Court heard the case. During the hearing, which lasted for about 15 years, all three judges independently wrote their judgments, and the total judgment was about 8,500 pages long.<\/p>\n

Attempt at mediation in 2019, Supreme Court hearing lasted 40 days<\/strong><\/p>\n

The Supreme Court attempted to resolve the dispute through dialogue. For this, a three-member mediation committee was formed, consisting of retired judge FMI Kalifulla, senior advocate Sriram Panchu, and spiritual guru Sri Sri Ravi Shankar. Several rounds of meetings were held from March to July 2019, but no solution could be found.<\/p>\n

Subsequently, from August 6, 2019, a five-member Constitution Bench of the Supreme Court began regular hearings. During the hearing, which lasted for about 40 days, arguments from the lawyers of the parties were heard for approximately 175 hours.<\/p>\n

On November 9, 2019, the Supreme Court delivered a unanimous verdict, after which the path for the construction of the Ram Temple was cleared.<\/p>\n

\"Nripendra<\/picture><\/div>\n

Shri Ram Janmabhoomi Teerth Kshetra Trust formed on the instructions of the Supreme Court<\/strong><\/p>\n

Following the instructions of the Supreme Court, the central government formed an independent trust named Shri Ram Janmabhoomi Teerth Kshetra. A total of 15 trustees were arranged in it. One seat was reserved for Nirmohi Akhara and one for Scheduled Caste\/Tribe representation.<\/p>\n

Additionally, the District Magistrate of Ayodhya, and IAS officers as representatives of the Uttar Pradesh government and the central government, were made ex-officio trustees.<\/p>\n

A senior administrative officer was given the responsibility for the management of the temple construction committee and temple-related works. Currently, Nripendra Misra is handling this responsibility.<\/p>\n

Selection of L&T based on Ashok Singhal’s suggestions<\/strong><\/p>\n

The suggestions related to temple construction by the late Vishwa Hindu Parishad leader Ashok Singhal were conveyed to Nripendra Misra. Based on these suggestions, Larsen & Toubro (L&T)<\/strong> was selected for the temple construction.<\/p>\n

Additionally, considering the need for an equivalent institution for construction monitoring and project advice, Tata Consulting Engineers (TCE) was chosen as the Project Management Consultant. The Noida-based firm Design Associate and its head, Jai Kaktikar, were given the responsibility for designing other buildings in the temple complex.<\/p>\n

\"The<\/picture><\/div>\n

The construction of the International Ramkatha Museum is underway. It can be opened to the public by December 2027<\/span><\/p>\n

Along with the temple construction, the Trust plans to develop a museum. Ayodhya’s International Ramkatha Museum is the property of the Uttar Pradesh government. Nripendra Mishra felt that running two separate museums in a small city would not be practical.<\/p>\n

Following this, an agreement was reached between the Uttar Pradesh government and Shri Ram Janmabhoomi Teerth Kshetra, and the museum building was given to the Trust on a 30-year lease.<\/p>\n

The museum will have 20 galleries. The IIT Madras team has arrived in Ayodhya and started work on the museum. The museum will be opened to the general public by December 2027.<\/p>\n

The 70-acre complex of the birthplace has been divided into two parts<\/strong><\/p>\n

  • Part-1 includes the Ram Temple, the Parikota (circumambulation path)<\/strong>, and six temples within the Parikota. To the west are the retaining wall, Sheshavatar Temple, Saptarishi Temple, Sant Tulsidas Temple, and Kuber Tila. At Kuber Tila, Jatayu has been installed, and a pilgrim facilitation centre, toilet complex, greenhouse, sewer treatment plant, powerhouse, and shoe racks have been built. A memorial in memory of those who sacrificed their lives in the Ram Janmabhoomi liberation movement, roads, drinking water, and sewer lines have also been constructed.<\/li>\n
  • In Part-2, a guest house with 23 rooms, an auditorium with a capacity of 500 people, a trust office, and parking are being built. The responsibility for construction has been given to Uttar Pradesh Rajkiya Nirman Nigam, and the responsibility of the project consultant has been given to EIL. A security wall approximately 3.25 km long is being built around the 70-acre complex. CRPF was consulted for security standards. Security towers are also being built based on CRPF’s suggestions.<\/li>\n<\/ul>\n<\/div>\n

    Mention of arrangements related to darshan (viewing) at Ram Temple<\/strong><\/p>\n

    • A Pilgrim Service Center has been built on Ram Path, in front of Birla Dharamshala. Previously, there was a bus stand of the Transport Corporation here. The Trust purchased the land and constructed a two-story prefabricated building.<\/li>\n
    • After the consecration of Ramlala on January 22, 2024, more than 75,000 devotees are visiting daily. During the Mahakumbh, more than 3 lakh devotees arrived daily.<\/li>\n
    • 8 lines have been created for Ramlala’s darshan. These include 1 VIP darshan, 1 easy access or wheelchair darshan, and 6 general lines. All paths are separate, preventing any crossing situations.<\/li>\n
    • Even during VIP darshan, darshan for general devotees continues. There is a separate arrangement for Governors, Chief Ministers, Union Ministers, and Judges.<\/li>\n
    • Free wheelchairs are available for devotees with disabilities. Elderly people above 60 years of age, disabled, unwell, pregnant women, and mothers with children under 5 years can obtain ‘Sugam Darshan’ (easy darshan)<\/strong> passes.<\/li>\n
    • Free arrangements are also made within the premises for groups performing Bhajan, Kirtan, Sundarkand, music, and dance services. Devotees are given free packets of God’s prasad at every exit.<\/li>\n
    • The temple priests are engaged in the service of Raag-Bhog, Vedas, Ramayana, and Vishnu Sahasranama recitation. There is no system for devotees to perform puja or to take dakshina (offerings)<\/strong>.<\/li>\n
    • Chequebooks are not used in the trust’s bank accounts. All payments are made through bank transfers, and no cash payments are made. The trust’s accounts are with SBI, PNB, and Bank of Baroda.<\/li>\n
    • Internal and statutory audits of the trust’s financial transactions are conducted. The statutory audit is performed by V. Shankar Iyer, a firm from Delhi.<\/li>\n<\/ul>\n<\/div>\n
