In 2015, there were 4.21 lakh vacant posts, which increased to 8.24 lakh in 2024.<\/p>\n<p><span style=\"font-size:0\"\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">The share of vacancies in the total sanctioned posts increased from 11.5% to 21%. During this period, the total sanctioned number of posts in various departments of the center increased by 2.74 lakh. Yet, the filled posts decreased by 1.29 lakh.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">In government companies, nearly half of the employees are on contract. In 2015, this figure was 18.6%, which increased to 49.1% in 2025. In 2015, there were no vacant posts in the railways. In 2024, 2.40 lakh posts (16.2%) are vacant. In health too, the vacancy went from zero to 6%.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>39,23,212 posts sanctioned in 80 ministries and departments of the center<\/strong><\/span><strong\/><\/p>\n<p><span style=\"font-size:0\"\/><span style=\"font-size:0\"\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">According to the Department of Expenditure&#8217;s report on the salaries and allowances of central civil employees, 39,23,212 posts are sanctioned across 80 ministries and departments of the central government. Of these, 30,99,656 posts are filled and 8,23,556 are vacant. Whereas in 2015, out of 36,49,468 sanctioned posts, 32,28,921 were filled and 4,20,547 were vacant.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">In the Ministry of Home Affairs, sanctioned posts increased by about 1.02 lakh, while recruitments increased by about 49,621. This means appointments were made, but sanctioned posts increased much faster. As a result, vacancies rose from 58,774 to 1,10,885.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Government departments use the GeM (Government e-Marketplace) platform for outsourcing employees for vacant posts. Last year, a record 10 lakh employees were outsourced through this platform. According to experts, many departments and ministries are outsourcing work directly to companies instead of hiring employees on contract.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>Half of the posts vacant in Commerce Department<\/strong><\/span><strong\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Highest 2.42 lakh posts vacant in Defence (Civilian). Compared to sanctioned posts, the vacancy rate also increased from 31.9% to 43.4%. Vacancies in posts are more than 8 times. Vacant posts in the Postal Department increased from 7,561 to 61,546. A significant jump in the vacancy rate was recorded.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">More than half of the posts vacant in Commerce. In 2024, 55.4% of posts were vacant, which is the highest vacancy rate in this list. In 2015, it was 37.1%. 45.2% of posts are vacant in Civil Aviation and 41.5% in Labour.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>15.87 lakh employees in PSUs, 2.96 lakh on contract<\/strong><\/span><strong\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">According to the Public Enterprises Survey-2015, a total of 15,87,149 employees were working in 298 PSUs in the country in 2015, out of which 2,95,975 employees were on contract. In 2025, there were a total of 15,42,339 employees in 475 PSUs, out of which only 7,83,728 were regular.
