What survived is the placement: towel-covered chairs are still reserved, by convention, for the senior-most person in the room. Walk into a government meeting and you can often identify the ranking officer before anyone speaks, just by checking which chair has the cloth on it.

Omar Abdullah had questioned the practice years ago

The white-towel tradition has also attracted political attention before.

In an older post on X, politician Omar Abdullah questioned the practice of using towel-covered chairs in government offices.

He wrote:

Why is it the order of things to sit on a chair draped with a towel in Govt offices? Do the towels hide stains?”

The pattern has resurfaced elsewhere too. In Tamil Nadu, Chief Minister C. Joseph Vijay was photographed without his usual towel at one meeting, then with it back the next day, enough of a discrepancy that people noticed and asked why.

Why does the practice continue?

Government offices are built on inherited furniture, inherited seating charts, inherited habits. Once something becomes routine, there’s rarely an incentive for anyone down the chain to question it, particularly when the alternative is pointing out that a superior’s chair looks the same as everyone else’s.

The towel is also just useful: cheap, washable, and it does protect the upholstery on chairs that get used every day.
