Adarsh Sharma | Dehradun<\/span>7 minutes ago<\/span><\/p>\n<\/div>\n Former Chief Minister Harish Rawat offered to step down from organisational posts in the Congress.<\/span><\/p>\n Political tensions have intensified in Uttarakhand after the Enforcement Directorate raided the residence of Chandan Singh Jeena, a former OSD to former Chief Minister Harish Rawat.<\/p>\n <\/p>\n A day after the action, Rawat wrote a lengthy social media post on Saturday, offering to step down from his organisational positions in the Congress.<\/p>\n Rawat says he does not want to affect Congress\u2019s fight against corruption<\/strong><\/p>\n Rawat is currently a member of the Congress state executive and a permanent invitee to the Congress Working Committee.<\/p>\n <\/p>\n He said the Congress was fighting against corruption and that any case involving him at this stage could affect the party\u2019s campaign.<\/p>\n He stated that he did not want that to happen and therefore wished to step down from both positions he currently holds in the party.<\/p>\n Harish Rawat offered to resign from all his posts in the Congress and said that the party should not suffer because of him.<\/span><\/p>\n Rawat says there is no question of resigning from any government post<\/strong><\/p>\n Rawat said he currently holds no government position, so the question of resigning from one does not arise. However, he wants to respectfully step down from the organisational responsibilities assigned to him in the Congress so that the party\u2019s fight against corruption does not suffer any setback because of him.<\/p>\n Describes Jeena as a decent and hardworking person<\/strong><\/p>\n Rawat said Chandan Singh Jeena had served as his OSD and handled important responsibilities in the party and government during his tenure as chief minister. He described Jeena as a decent, humble and hardworking person.<\/p>\n However, Rawat said he would be ashamed if evidence emerged of OMR sheet tampering or any other irregularity in the village development officer recruitment process.<\/p>\n Regarding the current allegations, he said he did not believe them at present and that the facts would become clear only after the investigation.<\/p>\n Rawat reiterates decision to step down<\/strong><\/p>\n Harish Rawat said, \u201cI would absolutely not want the Congress\u2019s fight against corruption to suffer because of me. Therefore, I am offering to step down from the responsibilities assigned to me in the organisation.\u201d<\/p>\n Former Chief Minister Harish Rawat shared a post on X on Saturday morning.<\/span><\/p>\n He shared this post on his Facebook page.<\/span><\/p>\n He said the CBI would knock on his door before the election<\/strong><\/p>\n Rawat also referred to the upcoming Assembly election in his characteristic style. He said that whenever people asked him about the election date, he would jokingly reply that the election would be held when the CBI knocked on his door.<\/p>\n He said that this time, instead of knocking on his door, an attempt had been made to create a narrative by knocking on the door of one of his associates.<\/p>\n He added that a lot was at stake in the Uttarakhand election and that Congress workers were firmly fighting against corruption.<\/p>\n Speaking on recruitment scams, Rawat says youth\u2019s future cannot be compromised<\/strong><\/p>\n The former chief minister also referred to government recruitments conducted during his tenure. He said that the Uttarakhand Subordinate Service Selection Commission was established keeping the future of the state\u2019s youth in mind. More than 42,000 government posts were filled during his nearly three-year tenure.<\/p>\n Rawat said that if there had been any \u201cerror of judgement\u201d on his part in the recruitment process, he apologised to the people of Uttarakhand.<\/p>\n However, regarding allegations of personal intervention, he said that if anyone had evidence of his involvement, it should be handed over to the CBI, ED or state police.<\/p>\n Harish Rawat said, “They tried to create a narrative by knocking at my associate’s door, not mine.”<\/span><\/p>\n Rawat clarifies appointment of former UKSSSC chairman<\/strong><\/p>\n Rawat also clarified the appointment of the then UKSSSC chairman during his tenure. He said the appointment was based on the person\u2019s previous service record.<\/p>\n He had also received advice on the matter from the then Chief Minister, Major General Bhuvan Chandra Khanduri.<\/p>\n Rawat said that after receiving a complaint, he personally removed the concerned person from the post or asked him to resign.<\/p>\n He added that it was not possible to predict in advance that someone would engage in misconduct in the future.<\/p>\n Says evidence of involvement should be submitted to agencies<\/strong><\/p>\n Rawat said irregularities in government appointments and examinations amounted to playing with the future of the state\u2019s coming generations.<\/p>\n If he had knowingly or unknowingly done anything that affected the future of young people, he said he considered himself accountable and liable for punishment.<\/p>\n He said that if anyone had evidence of his interference or involvement in recruitments or appointments, it should be submitted to the investigating agencies. He stressed that no one is above the law.<\/p>\n What did the ED recover from former OSD Jeena\u2019s house?<\/strong><\/p>\n The Enforcement Directorate conducted raids at several locations in Dehradun on September 10 in a money-laundering case linked to alleged OMR manipulation in the 2016 UKSSSC Village Panchayat Development Officer (VPDO) examination.<\/p>\n The residence of Chandan Singh Jeena, former OSD to Harish Rawat, was among the locations searched.<\/p>\n \u20b932 lakh cash, gold and luxury watches seized<\/strong><\/p>\n According to the ED, unaccounted cash worth \u20b932 lakh, around 200.5 grams of gold, 12 luxury watches and bank balances worth \u20b952.16 lakh were seized or frozen from Jeena\u2019s residence. The gold included 13 gold coins and seven gold chains.<\/p>\n The seized watches included brands such as Rolex, Rado, Piaget, Movado, Tissot and Casio Edifice.<\/p>\n Jeena\u2019s mobile phone sent for forensic examination<\/strong><\/p>\n The ED also seized Jeena\u2019s mobile phone and sent it for forensic examination. According to the agency, the current value of the assets seized and frozen from his residence is around \u20b91.28 crore.<\/p>\n This does not include the valuation of the 12 luxury watches. The total amount could increase after the watches are valued.<\/p>\n Watches and gold recovered from Jeena’s house.<\/span><\/p>\n Jeena served as Harish Rawat\u2019s OSD from 2014 to 2017<\/strong><\/p>\n Chandan Singh Jeena served as OSD to then Chief Minister Harish Rawat between 2014 and 2017. He is currently working as the former chief minister\u2019s Personal Assistant.<\/p>\n The ED said its investigation could not establish the source of Jeena\u2019s large cash expenditures based on his known income.<\/p>\n OMR sheets allegedly taken from secure custody to private residence<\/strong><\/p>\n The ED\u2019s action is linked to alleged tampering with OMR sheets in the 2016 VPDO examination. According to the investigation, an OMR sheet kept in the UKSSSC\u2019s secure custody was allegedly taken to the private residence of the commission\u2019s then secretary.<\/p>\n The roll numbers of incompletely filled OMR sheets were noted there and allegedly shared with employees of a private computer agency.<\/p>\n The ED investigation alleges that the sheets were tampered with by filling in bubbles corresponding to answers that had been left blank. The sheets were then allegedly sealed again.<\/p>\n According to the ED, the exercise was carried out in exchange for illegal payments, which were delivered through intermediaries.<\/p>\n Raids also conducted at premises of several former officials and middlemen<\/strong><\/p>\n The ED also searched the premises of the then UKSSSC chairman, secretary, examination controller, the owner of a private computer agency and middlemen linked to the case.<\/p>\n According to the agency, unaccounted cash and gold jewellery were also recovered from several locations. The case is being investigated on the basis of an FIR registered with the Dehradun Vigilance Department and three other related cases.
