Starting 15th October 2026, new payment rules are coming into place.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Here is a quick, 3-minute guide explaining what changes, what stays free, and why you don&#8217;t need to worry:<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>Question 1: Will I have to pay extra money when sending cash or buying things?<\/strong><\/span><strong\/> No, absolutely not! <strong>Sending Money to Friends:<\/strong> Transferring money to your family, splitting a lunch bill with classmates, or moving money between your own bank accounts is called Person-to-Person (P2P). This stays 100% free for any amount<\/p>\n<p><span style=\"font-size:0\"\/><span style=\"font-size:0\"\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Buying Things at Shops:<\/strong> When you scan a QR code to pay for clothes, books, or food, you pay only the exact price tag on the item. Shops are legally not allowed to add extra checkout charges to your bill.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>No App Fees:<\/strong> Payment apps like PhonePe, Paytm, or Google Pay are strictly forbidden from charging you monthly platform fees or hidden charges.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>No Usage Limits:<\/strong> There are no monthly limits, quotas, or tiered pricing caps on free transactions for users. Security limits set by banks (usually \u20b91 lakh to \u20b95 lakh daily) are risk safeguards, not fee thresholds.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>Question 2: So who actually pays, and what is this \u2018MDR\u2019 fee?<\/strong><\/span><strong\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Only bigger businesses pay this fee\u2014never regular shoppers.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>What is MDR? <\/strong>MDR stands for Merchant Discount Rate. Think of it as a tiny maintenance fee that businesses pay to banks to keep digital payment networks fast, safe, and protected against online hackers<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>The Rule:<\/strong> A tiny 0.4% fee applies only when a customer pays a business more than \u20b92,000 in a single transaction. Payments up to \u20b92,000 have zero fee.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Fee Limit: <\/strong>Even if someone buys a luxury item worth \u20b91,00,000, the fee is capped at a maximum of \u20b9300.<\/p>\n<div class=\"f3e032cb\"><picture class=\"c62bd949\" style=\"visibility:visible\"><source media=\"(max-width: 768px)\" type=\"image\/webp\" srcset=\"https:\/\/images.bhaskarassets.com\/webp\/thumb\/360x0\/web2images\/1884\/2026\/09\/16\/business_1789548176.jpg\"\/><source media=\"(min-width: 768px)\" type=\"image\/webp\" srcset=\"https:\/\/images.bhaskarassets.com\/webp\/thumb\/512x0\/web2images\/1884\/2026\/09\/16\/business_1789548176.jpg\"\/><img loading=\"lazy\" decoding=\"async\" width=\"729\" height=\"1093\" src=\"https:\/\/images.bhaskarassets.com\/web2images\/1884\/2026\/09\/16\/business_1789548176.jpg\" alt=\"\" loading=\"lazy\" class=\"f97587ba\"\/><\/picture><\/div>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>Question 3: Will small street vendors and local shops have to pay MDR?<\/strong><\/span><strong\/> No.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Small vendors operating under the Person-to-Person-Merchant (P2PM) account category are protected:<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>\u20b91 Lakh Monthly Threshold: <\/strong>Vendors collecting up to \u20b91 lakh per month via UPI QR codes enjoy zero MDR on all transactions, even if an individual payment exceeds \u20b92,000.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>No Extra Formalities:<\/strong> Small merchants do not need GST registration to qualify. They do not need to replace existing QR standees or soundboxes.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Category Transition:<\/strong> A vendor will only be formally moved to the standard P2M commercial category if their collections exceed \u20b91 lakh per month for three consecutive months.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>Question 4: Are there special rates for petrol, electricity bills, and train tickets?<\/strong><\/span><strong\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Yes! Essential daily services have a flat, super-low rate.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">Instead of the standard 0.4% rate, big companies in these specific areas pay a flat \u20b95 fee when you pay them more than \u20b92,000\/<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Electricity, water and gas bill payments: <\/strong>Designated public utility payments, including electricity, municipal water charges and piped natural gas, will attract a flat \u20b95 MDR on payments above \u20b92,000. Utility transactions below \u20b92,000 will carry zero MDR.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>School and College Fee Payments:<\/strong> Educational fee collections, including school tuition, university fees and institutional entrance examinations, fall under the designated industry programme category. Transactions up to \u20b92,000 remain free of MDR, while transactions above \u20b92,000 will benefit from flat-fee structures or capped processing rates.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Payments for Railways and Telecom Services:<\/strong> Will have a flat \u20b95 MDR for transactions above \u20b92,000 instead of the standard 0.4% rate.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Insurance Premium Payments:<\/strong> Insurance premium payments above \u20b92,000 will attract a flat \u20b95 MDR per transaction, instead of the 0.4% rate.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>UPI Payments at Petrol Pumps: <\/strong>Fuel purchases above \u20b92,000 will attract a flat \u20b95 MDR. Fuel payments below \u20b92,000 will have zero MDR.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Mutual funds and Stock-Market Transactions:<\/strong> Capital-market transactions will have a separate MDR of 0.02% of the transaction value, capped at \u20b9300. The lower rate applies to payments involving mutual funds, securities, stockbrokers and dealers.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>Capital-market Payments: <\/strong>The capital-market MDR framework covers regulated entities including asset management companies, SEBI-registered stockbrokers, securities dealers and investment platforms. It applies to UPI payments for equity purchases, debt-market investments, mutual fund purchases and broker wallet top-ups.<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><strong>AutoPay Subscriptions: <\/strong>Automated monthly payments for streaming apps (like OTT platforms) or monthly investments carry zero MDR fees<\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\"><span class=\"e913fbaa d3886593\"><strong>But why is this rule being added now?<\/strong><\/span><strong\/><\/p>\n<p class=\"\" style=\"word-break:break-word;text-align:left;white-space:pre-line\">In August 2026 alone, people in India made 2,451 crore UPI transfers worth \u20b929.9 lakh crore.
