Delhi Police arrested all the accused on Friday.
Delhi Police’s Special Cell has uncovered a spy network linked to Pakistan’s intelligence agency, the ISI. The police have arrested a Delhi-based couple, Sahil (25) and his wife Sameera (21), on charges of espionage.
According to the police, the two had been in contact with intelligence officers based in Pakistan since 2024. They were helping gather sensitive information related to India, send Indian SIM cards to Pakistan, and recruit others for espionage.
Officials said the investigation revealed that the network’s links extended from Delhi to Karachi and Islamabad. Handlers based in Pakistan also sent money to the couple.
Delhi Police provided information to the media on Friday after arresting both individuals.
8 Indian SIM cards sent to Pakistan via Dubai
According to the police, Sahil and Sameera obtained 8 Indian SIM cards between 2024 and 2025. These SIM cards were sent to Pakistan via Dubai. The handler paid the couple ₹30,000 for this.
The police said that WhatsApp accounts were activated in Pakistan using these numbers. Pakistani intelligence officials used these accounts to contact people in India and attempted to gather sensitive information.
Attempts were also made to enter Indian WhatsApp groups through some of these accounts. According to the police, handlers based in Pakistan were contacting people in India through social media and encrypted communication platforms.
Accused of gathering information about military areas
The police allege that Sahil was tasked with conducting reconnaissance of cantonment areas in different parts of India. He was also responsible for recruiting people for espionage and field operations.
The investigation revealed that Sahil had allegedly also provided information related to army personnel facing court-martial proceedings before a tribunal.
Who Are Sahil and Sameera?
Sahil was born in 2001. He earned a B.A. degree from Indira Gandhi National Open University in Delhi.
According to the police, Sahil had worked with a lawyer and was planning to pursue an LL.B. He left his job in June 2025 and had been unemployed since then.
Sameera was born in 2005. She studied up to Class 12 at the Kanya Vidyalaya in Keshav Puram and later completed a B.A. through correspondence.
Before her arrest, Sameera was working at a call center in Noida.
Investigation began with information about providing logistical support to terrorist organisations
Police said that the Special Cell received information about logistical support being provided to terrorist organisations, their alleged overground workers, and sleeper cells. An investigation was launched following this information.
As the investigation progressed, the police identified local people who were helping the network obtain Indian SIM cards and facilitating conversations between handlers based in Pakistan and people in India.
According to the Special Cell, the arrests of Sahil and Sameera have provided important leads about the intelligence network based in Pakistan and its alleged contacts in India.
