A special court in Jaipur has sentenced former Madhya Pradesh Police Assistant Inspector General (AIG) Anil Mishra to rigorous life imprisonment for repeatedly raping a woman. The court also imposed a fine of Rs 2 lakh.
In its judgment, Special Judge Kaushal Singh observed that Mishra misused his position and status as a senior police officer. The court said a person in such a position did not deserve leniency.
Dainik Bhaskar spoke to the survivor and studied the case from the FIR to the Jaipur court’s verdict. The sequence of events that emerged is deeply disturbing.
The woman said her husband was jailed in a criminal case in 2012. On his advice, she approached then-AIG Anil Mishra for help. She alleged that after promising to assist in her husband’s case, Mishra turned her life into a nightmare.
“I cannot describe in words how I died a little every day for more than a decade. This judgment has given me hope of life again,” she said.
Survivor says she was raped for the first time at Police Officers’ Mess
The survivor filed an FIR at Jaipur’s Women Police Station (South) on July 11, 2014.
She stated that her husband was facing multiple criminal cases and had told her that AIG Anil Mishra would help.
She travelled to Bhopal with her elder brother in the first week of March 2012. Mishra assured her that he would help in her husband’s cases. She returned to Rajasthan on March 4.
After that, Mishra allegedly began calling and messaging her regularly. Her husband had given her Mishra’s phone number.
A few days later, Mishra told her he had arranged a lawyer and asked her to come back to Bhopal. She returned on March 6. She met the lawyer suggested by Mishra at the hotel where she was staying.
Mishra then allegedly asked her to leave the hotel, saying it was unsafe, and arranged for her to stay at the Police Officers’ Mess. He told her he was in Jodhpur.
According to the survivor, around 1.30 am that night, someone knocked on her door. She became frightened. Moments later, she received a phone call. The caller said, “I am Anil Mishra.”
Allegedly raped her repeatedly over the following months
The survivor said Mishra went to sleep after the incident at the Police Officers’ Mess, while she spent the entire night crying in front of a picture of God.
The next day was Holi. She alleged that Mishra continued to rape her repeatedly after that, assuring her he would help her husband.
According to her complaint, similar incidents took place on October 17, 2012, at the Jaipur Police Mess, in October 2013 at a hotel opposite AIIMS Hospital, and at other locations in November 2013.
Told court she was taken to several cities and assaulted
According to the judgment, the survivor told the court that Mishra took her to Bhopal, Jaipur, Delhi, Indore, Mumbai and Mahabaleshwar, where he forced her into sexual relations against her will.
The court also recorded that the survivor consistently referred to different dates and locations during her testimony.

Hotel records linked to the allegations
The prosecution submitted hotel records from different locations before the court. The judgment refers to a hotel register and bill showing that the accused and the survivor stayed together at a Jaipur hotel between October 17 and October 20, 2012.
Similar hotel records from other locations were also produced. The court examined these documents along with witness testimonies.
Survivor alleges he threatened her using obscene photos of her daughter
The survivor told the court that the accused threatened her by targeting her family and children.
According to her statement recorded in the judgment, Mishra showed her obscene photographs of her daughter and warned that her family could be harmed if she did not obey him.
She alleged that he had forced her daughter to take those photographs by threatening her.
“My daughter was terrified. She finally gathered the courage to tell the family what had happened,” the survivor said.

Defense said – Contradictions in statements and documents
The prosecution examined several police officers as witnesses.
The judgment also refers to documents showing Mishra’s postings in the police department and his role as an AIG.
The survivor alleged that Mishra used his position and influence to interfere in the criminal cases involving her husband and in proceedings against her.
Mishra was arrested in 2019, five years after the FIR was registered. He was subsequently dismissed from service by the Madhya Pradesh government.
Defence cited inconsistencies in statements and documents
The defence questioned the survivor’s statements, hotel records, medical documents and the dates of the alleged incidents.
It argued that there were contradictions in the prosecution’s evidence and that the accused should be given the benefit of the doubt.
However, the court rejected those arguments.
The judge observed that Mishra was a senior police officer entrusted with protecting the public but instead misused his office and authority.
The court said the verdict should serve as an example.
Reacting to the judgment, the survivor said: “He made me and my entire family cry tears of blood. Even life imprisonment is too little for him. He is a monster in human form.”
