The Bihar government carried out a major reshuffle of IAS officers late Monday night (August 17), changing the district magistrates of seven districts and reallocating key departmental responsibilities.
Siwan DM Vivek Ranjan Maitreya has been replaced following the recent firing of an AK-47 during a student protest in the district. In Bhojpur, Manoj Kumar Meena has been appointed as the new DM, replacing Tanay Sultania. The reshuffle comes after the Bharat encounter and amid heightened administrative attention in the district.
Senior officers get key departmental responsibilities
The government has also changed the postings of several Principal Secretaries, Additional Chief Secretaries and Secretary-rank officers.
Pankaj Kumar has been appointed Principal Secretary of the Home Department, while Rajesh Kumar has been made the new Commissioner of Patna Division.
Finance, education and rural development departments also reshuffled
The responsibilities of senior officers in several other departments have also been changed, including Finance, Rural Development, Education, Vigilance, Social Welfare, Public Health Engineering and Prohibition.
Pankaj Kumar appointed Principal Secretary of Home Department
1997-batch IAS officer Pankaj Kumar has been transferred from the Rural Development Department and appointed Principal Secretary of the Home Department. He will continue to hold the additional charge of Commissioner of Inquiry in the General Administration Department.
With his appointment, Kundan Kumar will be relieved of the additional charge of Home Department Secretary. Kundan Kumar currently holds multiple responsibilities, including the post of Industries Department Secretary.
Rajesh Kumar appointed new Patna Divisional Commissioner
2001-batch IAS officer Rajesh Kumar has been transferred from his post as Principal Secretary of the Public Health Engineering Department and appointed Commissioner of Patna Division.
The current Patna Divisional Commissioner, Mayank Warwade, has been transferred and appointed Principal Secretary of the Vigilance Department.
Rajesh Kumar has been made the new Commissioner of Patna Division.
HR Srinivas appointed ACS of Rural Development Department
1996-batch IAS officer HR Srinivas has been transferred from the Social Welfare Department and appointed Additional Chief Secretary of the Rural Development Department.
He will continue to hold the additional charge of Inquiry Commissioner in the General Administration Department.
Arvind Kumar Chaudhary gets additional charge of BIPARD
1995-batch IAS officer Arvind Kumar Chaudhary, currently Additional Chief Secretary of the Cabinet Secretariat Department, has been given the additional charge of Director General of BIPARD until further orders.
He will also continue as Controller of Examinations of the Bihar State Joint Entrance Examination Board.
Vinay Kumar moves to Finance Department
1999-batch IAS officer Vinay Kumar has been transferred from the post of Principal Secretary of the Urban Development and Housing Department and appointed Principal Secretary of the Finance Department.
He will, however, continue to hold the additional charge of Principal Secretary of the Urban Development and Housing Department until further orders.
Sanjay Kumar Singh gets Prohibition Department
2007-batch IAS officer Sanjay Kumar Singh has been transferred from Secretary (Full Charge) of the Finance Department and appointed Secretary of the Prohibition, Excise and Registration Department.
He will continue to hold additional responsibilities as Secretary of the Commercial Taxes Department, Commissioner/Additional Commissioner of GST and Secretary of the Chief Minister’s Secretariat.
Following the reshuffle, Naveen Kumar will be relieved of the additional charge of Secretary in-charge of the Prohibition, Excise and Registration Department.
Richi Pandey has been made the DM of Begusarai.
Tanay Sultania has been removed from Bhojpur and made the DM of Sitamarhi.
Kumar Anurag has been made the DM of Kaimur.
Rajiv Raushan appointed Secretary of Education Department
2010-batch IAS officer Rajiv Raushan has been transferred from the Higher Education Department and appointed Secretary of the Education Department.
He will continue to hold the additional charge of Secretary, Higher Education Department, along with the additional responsibility of Secretary (Resources) in the Finance Department.
Meanwhile, Vinod Singh Gunjyal, Secretary-cum-Chief Electoral Officer of the Election Department, has been given the additional charge of Secretary, Social Welfare Department. He will be relieved of his additional charge as Education Department Secretary.
B Kartikeya Dhanji gets Public Health Engineering charge
2008-batch IAS officer B Kartikeya Dhanji has been transferred from the Minor Water Resources Department and appointed Secretary of the Public Health Engineering Department.
He will continue to hold the additional charge of Commissioner of Enquiry in the General Administration Department.
Chandrashekhar Singh will continue as Secretary of the Water Resources Department and will also take additional charge of Secretary, Minor Water Resources Department.
Navdeep Shukla gets Bihar Education Project Council charge
2013-batch IAS officer Navdeep Shukla, currently Special Secretary of the Youth, Employment and Skill Development Department, has been given additional charge as Project Director of the Bihar Education Project Council until further orders.
He will also continue to hold the additional charge of Additional Executive Officer of the Bihar Skill Development Mission.
