Youth who hit biker Siya in Gurugram is Kalyan Bainsla from Palwal. Siya released a new video on Instagram.
Gurugram police have arrested Kalyan Bainsla, the accused in the case involving a woman biker who was hit by a car. He was arrested in Dausa, Rajasthan. Gurugram police confirmed the arrest.
Police have also added Section 109 of the Bharatiya Nyaya Sanhita (BNS) for attempt to murder. A case was initially registered at the Sector 56 police station under BNS Section 281 for rash driving and Section 125 for causing hurt.
According to sources, police have detained Kalyan Bainsla’s two friends, Ninder and Pramod. Ninder had brought Kalyan from Palwal on 13 September, the day of the accident, while Pramod is accused of helping him flee the village.

In the Gurugram Golf Course accident case, accused Kalyan Bainsla’s lawyer Naveen Bainsla said it was not a hit-and-run but a case of negligence. He claimed 20–30 bikers were speeding, racing and performing stunts when the collision occurred. He denied Kalyan was drunk, saying the incident happened around 7 am. Police are investigating the case.
Woman biker is Delhi resident, had contested civic polls
Shivani Chauhan, also known as Siya, the woman biker who fell onto the road after being hit by a car in Gurugram, is a Delhi resident. Shivani has completed a fashion designing course. She also contested the Municipal Corporation election from Kalkaji in Delhi in 2022. Her father, Roshan Chauhan, shared these details with the media. Roshan is also associated with the Aam Aadmi Party.
Shivani uploaded a new video on Instagram late on Monday night and said, “The video clearly shows that the car hit me and did not stop even after that. If the driver was so concerned about me, why did he not stop even for a second to check whether I was alive? Incidents like these make women feel unsafe on the roads of Gurugram and Delhi.”
In the collision case, Gurugram police have so far registered a case against an unidentified person. Kalyan himself appeared before the media on Monday and admitted his mistake. Police teams had gone to his village on Monday, but he was not found at home.

Shivani Chauhan released a video saying, “My road accident video is being circulated everywhere. The person who hit me is giving interviews and saying that we were repeatedly speeding up and slowing down the bike and pinching him. My video clearly shows who was pinching whom. Even if we were doing that, what was the point of you following us?”
“He is saying that he did not know a girl was riding the bike. That is absolutely impossible. I have very long hair and was wearing a braid. He saw this, then acted and told us to stop the bike. It is now also being said that there were 22–23 of us.”
Are two videos not enough in a hit-and-run case?
Siya further said, “I do not understand — are two videos not enough in this hit-and-run case? One video clearly shows him coming straight from the first lane into the third lane, hitting me and fleeing. After that, I am dragged along the road. Are these videos not enough? If he was so concerned about me, why did he not stop? It was his responsibility to stop after hitting me.”

Women are not safe on the Gurugram–Delhi roads
Siya said she feels ashamed of people who claim that the matter is reaching their families. She does not think such people consider that there are women in their own homes as well. Such incidents make women feel unsafe on the streets of Gurugram and Delhi. We will have to teach such people how to drive on the road.

Thirty-two-year-old Kalyan Bainsla, a resident of Tikri Gurjar village in Palwal, comes from a farming family. His father, Dheeraj Bainsla, is a farmer and has also served as a numberdar. Kalyan is married and has two children. He has an elder brother, Manjit, who runs a supplement shop in Palwal.
According to the family, Kalyan had been fond of playing kabaddi since childhood. He has been playing kabaddi since Class 12 and has also competed at state and national levels. He has studied up to graduation. He also claims to be an international kabaddi player. However, this has not been verified.
Started gym in 2020, shut down over rent dispute
Kalyan started the KBT gym in Palwal city in 2020 and took a floor on a monthly rent of ₹65,000. However, the gym has been closed for the past two months. The building owner locked the gym after the rent fell into arrears.
According to building owner Sunil Dagar, Kalyan’s brother Manjit has paid some of the rent. ₹2 lakh is still outstanding. The gym was being prepared to reopen on 17 September, and renovation work was also under way inside.

Went with a friend’s car two days ago
The car involved in the accident belongs to Manish, a resident of Asawata village. Manish serves in the Army. Kalyan and Manish are friends. Manish’s uncle Kartar said Kalyan had borrowed the car two days ago.
After the incident, the police visited them and took information about the car. So far, neither the car has been recovered nor has Kalyan been contactable. The police are now searching for both Kalyan and the car.
Family says, young woman blew up the matter for followers
Kalyan’s family member, Naveen Bainsla, said Kalyan had gone to Delhi with his siblings to visit relatives. On Sunday morning, he was travelling to Palwal via Gurugram. He did not make any obscene gestures at the young woman. He had told her to drive slowly.
At the U-turn, Kalyan turned left while the young woman turned right, resulting in the accident. The young woman is a rider. She wants followers, which is why the matter is being blown up so much. Kalyan fled only in self-defence.

Siya said, ‘They gestured, then overtook me and rammed into the bike’
Siya shared a video of the collision on Instagram on Sunday. She said that on 13 September, she was riding an Aprilia RS 457 on Golf Course Road with a biking group. The men in the car repeatedly came close to the bikes, made obscene gestures, and told them to stop.
The men appeared to be drunk, so she did not stop the bike. After following her for some distance, the men in the car overtook her and hit the bike from the side. After the incident, they changed routes and fled. The incident was recorded by a camera mounted on the bike.

Speaking to the media, Kalyan Bainsla said his elder sister, his paternal aunt’s son and his maternal aunt’s son were in the car with him. Around 20–22 bikers passed by at high speed. He did not know that a woman was riding the bike. He said he had only asked her to ride slowly.
According to Kalyan, the woman turned near the U-turn without looking in the mirror, causing the car to go out of control and hit her. He admitted his mistake but said he did not stop because he feared being abused by the bikers. He said he had tried to speak to them at the red light, but his brother told him not to stop there.

Speaking to the media, Siya’s father Roshan Chauhan said, “We are satisfied that the police took prompt cognisance of the matter and registered an FIR against the person. The police did not ignore the complaint and did a very good job.”
