In the urban areas of Madhya Pradesh, obtaining permission to build a house or other building will now be easier than before. The state government has abolished the mandatory requirement of obtaining No Objection Certificates (NOCs) from several departments for building permission.
Now, in many cases including housing societies, Nazul, and electricity departments, applicants will not have to visit different departments repeatedly. Additionally, the entire building permission process will be online, and only digital documents will be accepted.
The Urban Development and Housing Department has issued instructions to all urban bodies in this regard. According to the order issued by Additional Chief Secretary Sanjay Dubey, these changes have been made to make the building permission process simple, fast, and transparent. The government states that this will provide relief to common citizens, as well as investors, builders, and construction agencies.

Relief from NOCs of many departments
Under the new system, the requirement for several types of NOCs sought from the Cooperative Department and Housing Cooperative Societies, Nazul, and Electricity Department has been abolished.
Even in matters related to defence establishments, Madhya Pradesh Housing and Infrastructure Development Board, and development authorities, applicants will now not be compelled to bring NOCs themselves.
If the opinion of the concerned department is required in any case, the competent authority will send the matter to the concerned department within seven days of receiving the application.
The department will have to give its no-objection or objection within 21 days. If no response is received within the stipulated time, the building permit process can be moved forward.
NOC still required in these cases
The government has clarified that NOCs related to the Airport Authority of India (AAI), National Monuments Authority (NMA) and heritage areas will only be required in cases where the plot is found to be in a restricted or affected area during an online GIS-based investigation. In other cases, these will not be required.
Clarity in Environmental and Fire Regulations too Environmental clearance will only be required for buildings and projects larger than the prescribed area. Permission for tree felling will also only be required in cases where trees are actually to be cut. Fire No-Objection Certificate (NOC) rules will be applicable as per the National Building Code.
