The accident happened on Sunday. The rescue operation was carried out for 27 hours.
Students living at Delhi’s collapsed ‘Hostel Days’ were charged a security deposit equal to three months’ rent, along with one month’s advance rent.
Despite this, the hostel management had refused to take responsibility for any accident or damage in the agreement. Seven students died in the hostel collapse.
According to media reports, the rent agreement being widely shared online states, “The PG authority will not be responsible for any casualty or risk to the student.”
According to a Dainik Bhaskar report, the monthly rent for a room was ₹15,000.
The terms of the agreement show that several strict rules were imposed on students. At the same time, the hostel’s responsibility for their safety was not clearly defined.
Following the High Court’s order for an investigation into the incident, questions are being raised about student safety in hostels and the management of such PGs operating in Delhi.
Several conditions on students in the agreement
Under the Hostel Days rent agreement, students had to pay a security deposit equal to three months’ rent and one month’s advance rent.
It stated that the security deposit would not be refunded under any circumstances before the agreement period ended.
The agreement also stated that the cost of any damage to furniture or other items would be deducted from the security deposit. Students were also not allowed to put up posters or stickers on the walls.
If a student left the hostel before the agreed period ended, they would not receive a refund of the hostel fees or security deposit. The same rule applied if a student was expelled for disciplinary reasons.

Permission was granted for only two floors in the five-story building
According to media reports, an MCD official said the building was around 50 years old and stood on about 55 yards of land.
The land was located in a residential colony where permission had been granted to construct only a two-storey building. According to the official, no building plan for the structure had been approved either.
Construction work was underway in the basement at the time of the collapse
According to the report, construction work had not been completed when the building collapsed. Labourers were working in the basement at the time. Of the 11 people rescued, two were labourers. One of them died in the accident.
A total of seven people died in the accident. The deceased included people living in the hostel. Full details of the other people who were injured or rescued have not been provided in this copy.
